On 9th June 2019, around 22 to 25 Residents visited OCS office just to know their scope of work and Internal systems and procedures around 4.00pm.
1. Attendance System
It has been noticed that the real signatures of the staff not available and at entry gate guards write their names in the signature column. Even for technical staff we found some discrepancies.
The Effect: Irrespective of physical attendance based on numbers- OCS bills to Society. In the absence of proper attendance records we are not sure – maybe we are paying more.
Suggestion: Bio- Metric attendance system to be implemented and both in time and out time entries to be recorded and before making payment these attendance will be treated as base. However this will ensure only physical attendance at in time and out time. No payment should be made for single records means one time records.
2. Physical Headcount:
Want to check physical attendance and requested the Property Manager to call all the staff and found 3 to 4 new faces without id cards and without uniforms were appeared and they said just they have been recruited few hours early to our visit. As we were active on whatsapp and fixed time to visit around 4 pm, may be in a hurry way to tally the numbers recruited.
3. Gardening Team:
No regular attendance of the gardeners, as per OCS supervisor, 8 gardeners are present every day as per OCS staff. Later found, all the gardeners are third party and not visiting on daily basis. There is no check on who is coming. Many Gardner’s were not even having ID cards. Most of them complaint that their cards are yet not created and just joined. They just came at same time, looks more like dummy faces. They are third party with no dress, allowed to enter the society, major security lapse.
4. Property Manager:
Property manager is ignorant of the billing value and scope of work, even after one month of joining, which is really surprising and worrisome. We have asked Mr.Ali to show us copies of earlier billings to Society- he said he has not.
