Now Days In Newly Developed Multi storied societies a single point connection provided by NPCL, UPPCL PVVNL etc and Builder or RWA/AOA charging thru prepaid electric meter in advance but their are various loop holes in electricity distribution setup . As residents we have following queries/concerns on electricity distribution and its charges.
1. Electricity distribution is not kept transparent among the residents .
Builder have taken a single point connection from Power Company and distributing the electricity into three areas.
· Residential
· Commercial
· Common Area
We won’t have any clarity on how much electricity is consumed in which area.
For electricity usage on common area Builder or RWA/AOA already charged us additional maintenance amount beyond our regular electricity bills. and after many request authority won't give any details area wise viz electricity consumption
2. Meter Fix Charges are Overcharged : For Example In our society (Panchsheel Greens Grater Noida West) We have looked into Electricity bill, the monthly fixed charge is Rs 95625 (Excluding Electricity Duty and surcharge) and this includes Residential, commercial and common space all inclusive it becomes Rs 108057 (5% Electricity Duty + 8% Surcharge).
Now as per maintenance dept there are around 500 meters already installed and minimum load per meter is 4KW. On the basis of these facts we are paying 500*4*100 = Rs 200000 (2 Lac) as monthly fixed charge against residential area only.
Please note in this 200000/- no fixed charge has been calculated from commercial or common area.
Since this difference is very huge more over it will further increase when more families will shift and meter installed. We need clarity on actual bifurcation of fixed charges consumed by all the three areas.
3. Per Unit Price Overcharged :- As per our society electricity bill builder is paying per unit price as Rs 4.95 (Excluding Electricity Duty and surcharge) all inclusive it becomes Rs 5.60 (5% Electricity Duty + 8% Surcharge).
Whereas we are paying per unit price as Rs 6.50. in other societies this amount is different but all over its higher then 5.60/- per unit
4. Why the vending charge (rs 30/- to rs 100/) - is taken by residents.
Since it was stated by electricity providing companies that electricity distribution from fixed point connection will be nonprofit. Whereas from our facts it looks like huge profit is made by the builder on electricity distribution.

Thanks a lot for your continued support, we are still on the ground level on this issue need more and more support from all of you. Its a common issue across India for all multilevel societies where single point connection is installed. Request you to continue your aggressive support to get some positive response on this matter. Please ask your friends, Family members, society mates, colleges to sign this petition and extend their support.
As of now we got below response from builder on our queries in this petition and we are not satisfied on most of the replies from builder, for this we have cross questioned the builder. Also we did not received any response from NPCL and government authorities yet.

1. We have taken a single point electric connection from NPCL as per electricity supply code and tariff order approved by regulatory commission. Residential & commercial energy is being recorded by energy meters installed for individual consumer only & not for common uses charged for common area consumption.
2. As of now only four commercial connections have been released and the fixed charges are been charged from them as per tariff. The fix charges are been charged from the allotees as per tariff order.
3. Your calculation is to be verified from the tariff plan, copy of which is pasted on the notice board. You have mentioned Rs. 4.95/- unit price. This basic price is per kvah while we are charging kwh and per kw energy and fixed charges respectively.
4. The issue is pending with CGRF and we should wait for the decision. Electric bills are being raised strictly as per NPCL tariff order.
